三 | 日报记者王雅楠摄“多亏了市行政审批局推出的‘零跑’整改数字化服务，我们才没有因为勘验整改影响到医疗器械经营许可证申领。从申请到复勘审核全程网上办，一趟政务大厅都没跑，省时又省力。”冀德康健公司业务经理王英翠说，前不久，他们办理医疗器械经营许可证延续业务，仅用一天时间就完成线上复勘审核，免去了来回奔波，避免了因证件到期影响正常经营。今年3月以来，沧州市行政审批局推行“零跑”整改数字化服务，依托远程踏勘系统，针对62项审批事项涉及的勘验整改审核环节，打造了“现场告知—自主整改—线上提交—云端核验”闭环服务模式，改变传统线下复勘审核方式，让企业办事“零跑腿”。以往，企业办理涉及现场勘验的审批事项时，沧州市行政审批局工作人员要先到现场勘验、出具检查报告。需要整改的，等完成整改后，企业要整理纸质材料，再次到办事窗口递交，工作人员再上门复核。一旦整改不到位，企业就得继续改、折返送材料。

四 | “聚焦这一痛点，我们重塑了勘验整改审核流程。工作人员完成首次现场勘验后，如果发现企业场地、设备等方面不达标，会一次性告知企业整改标准和要求。”沧州市行政审批局综合勘验科科长王佳琳说，企业整改完成后，只需将整改报告及整改前后的实景对比照片，通过远程踏勘系统上传，工作人员可在“云端”完成审核，必要时还可以通过视频连线进行确认。整个过程严守审批标准，既不放松核查要求，还能大幅压缩办理时限。据了解，冀德康健公司主要为140家医疗器械客户提供集中存储、配送服务。公司的医疗器械经营许可证到期前，亟需办理经营许可证延续业务。在现场勘验环节，沧州市行政审批局核查人员发现，该公司存在仓库遮光窗帘一侧脱落、一二类医疗器械混放等不规范问题。核查人员出具了现场检查报告，并列明了需要整改的事项。“我们当天下午就全部整改到位，并通过远程踏勘系统上传整改报告及照片，第二天就完成了复勘审核。”王英翠说，以前，这类整改复勘流程至少需要一周时间，现在一天就能完成，效率大幅提升。王佳琳表示，“零跑”整改数字化服务，有效避免了企业办事时因反复整改和线下递交材料造成的延误，也解决了复勘审核环节拖慢整个审批过程的卡点问题。目前，全市已有22家企业享受到这项服务，勘验整改审核办理周期平均压缩60%，审批效率进一步提升。
